The Planning Dialogue

The first step in planning is to appropriately involve all key participants.

Often the first step in planning is to determine whether a risk assessment is the best way to address identified problems. Risk managers and assessors together consider how valuable a risk assessment might be (e.g., whether it can be finished in time). They also explore:

  • What is known about the degree of risk.
  • What management options are available to mitigate or prevent the risk.
  • Whether a risk assessment is the best way to explore and address environmental concerns. There may be management alternatives that eliminate the potential risk, or it may be best to investigate the risk through a simple tiered approach (discussed later in this module)
