The final product of the planning phase is agreement on the scope
and complexity of the risk assessment. Planners review such issues
as:
- What is the nature of the decision?
- What is the range of options?
- Is this assessment:
- Mandated?
- To cover a small area?
- To cover a large area?
- In-depth?
- Less detailed?
- What is the time span to be covered?
- What characteristics might the risk assessment team have?
- What is the best output for the required decisions?
- What information is already available?
- What resources are available? (Are there ways to add any, e.g.,
partnering, new data collection, alternative analytical tools?)
- What constraints are there?
- Who will use the results?
Detailed analysis isn't always appropriate or necessary.
- Should we start with a screening assessment?
- Is tiering an option? (This will be discussed on the next screen.)
Every risk assessment is constrained by multiple factors, such
as:
- Data validity.
- Scientific understanding.
- Expertise.
- Time.
- Financial resources.
