As you read in the problem formulation module, assessment endpoints
cannot always be measured directly. When measures of effect and
assessment endpoints are different, they need to be linked
soundly and specifically.
These associations are often established in the analysis phase.
In some cases, especially when linkages rely on professional judgment,
assessors work with measures of effect through risk estimation (in
the risk characterization phase) and then connect them with assessment
endpoints.
