Alexandra Phillips

Project Manager

I appreciate coming to work each day knowing my contributions are making a tangible difference in my community and across the United States. From helping community groups amplify their voices to developing digital tools and products, I love diving into the details to tell a meaningful story.

Alexandra is an experienced and agile project manager who applies her skills in stakeholder outreach, community engagement, meeting facilitation, and digital marketing to timely issues in clean transportation, including vehicle emission reductions strategies, fleet electrification, port operations, and battery circular economy efforts. She brings more than seven years of experience facilitating and coordinating logistics for in-person and virtual events, from 400-person public meetings to team-centric strategic planning retreats. She leads targeted outreach campaigns and engages stakeholders using surveys, webinars, public hearings, and workshops. In addition, she manages project teams comprised of website developers, graphic designers, subject experts, and researchers to create tailored, audience-centric outreach products. She also adapts technical language for broad audiences, including multilingual groups and those with limited English proficiency.

For EPA’s Diesel Emissions Reduction Act grant program, Alexandra provides full-service communications support, including managing stakeholder events; authoring case studies including San Pedro Bay Ports Clean Air Action Plans 2006–2018: Best Practices and Lessons Learned; and developing environmental justice-focused community action roadmaps. She is also ERG’s battery recycling expert. For EPA’s Bipartisan Infrastructure Law battery initiatives, she has coordinated large-scale public feedback sessions to collect comments and questions on best practices for battery collection and voluntary battery labeling guidelines. She also facilitated several sessions for EPA’s Workshop on Lithium-Ion Batteries in the Waste Stream as well as the electronics recycling stakeholder roundtable discussion. In addition, Alexandra brings robust experience with digital engagement and consumer behavior change campaigns. She manages ERG’s support of MassDEP’s Recycle Smart MA initiative, overseeing all digital content creation and engagement, evaluating key performance indicators for digital content, and providing data-driven recommendations to optimize future content and strategy.

Alexandra holds a B.A. in environmental policy from Colby College. Outside of work, she enjoys embarking on new cooking projects and exploring the outdoors in her home state of Maine.
