I am passionate about improving access to water and wastewater systems throughout the U.S. and providing communities with the resources they need to operate and maintain safe, reliable, and sustainable water, wastewater, and stormwater systems.


Alicia Gilley has dedicated her career to improving water, wastewater, and stormwater systems for our nation’s utilities. She has more than 25 years of experience in design, construction, and operation of water and wastewater systems. Her experience includes more than 12 years as a utility employee and 13 years as a consultant managing regulatory programs, collection systems, distribution systems, water and wastewater treatment operations, biosolids management programs, and stormwater programs.

At ERG, Alicia specializes in providing engineering support services across the nation and in helping provide access to grant and loan programs. Her work includes managing engineering contracts through preliminary design, final design, and construction phase services; cost estimating; and reviewing designs for constructability, maintainability, and compliance to standards.

Alicia is a licensed Professional Engineer. She holds a B.S. in agricultural engineering from Iowa State University and an M.S. in biosystems engineering from Oklahoma State University. In her downtime, she enjoys spending time with her horses and working on her hobby farm.
