Andrew Eilbert

My parents’ professions exposed me to a career in environmental consulting at an early age. I am proud to follow in their general career paths and help implement climate action and air quality improvements through clean transportation technologies and policy.
Andrew Eilbert joined ERG in 2024 after 12+ years of federal government service, first at the U.S. Environmental Protection Agency’s Office of Transportation and Air Quality and subsequently with the U.S. Department of Transportation’s Volpe Center. Andrew brings strong skills in emissions modeling, data science, and regulatory analysis across multiple transportation modes. He was a key contributor to federal greenhouse gas and fuel economy standards for highway vehicles over the past decade. At Volpe, Andrew also served as a lead developer for an emissions calculator toolkit for the Federal Highway Administration’s Congestion Mitigation and Air Quality (CMAQ) Improvement Program and the first author on several papers evaluating the operational and environmental benefits of intelligent transportation systems, such as electronic open-road tolling and cooperative driving automation. During his time with EPA, he was a member of the Motor Vehicle Emission Simulator (MOVES) development team, specializing in fleet and activity data along with alternative fuel vehicle emissions. Andrew hopes to help grow ERG’s emerging practices in fleet electrification, transportation equity, and the circular economy.
Andrew earned a master’s degree in environmental science and management from the University of Michigan and a bachelor’s degree in physics from Brandeis University. He currently sits on the Transportation Research Board’s Air Quality and Greenhouse Gas Mitigation Committee and serves as the committee’s communications coordinator. Outside of his professional capacities, Andrew is an amateur triathlete and enjoys cycling year-round, hiking in national parks, and traveling abroad.
