Joseph Shacat

Senior Advisor, Sustainable Construction

Construction is a foundational component of our society, providing the buildings and infrastructure that connect communities, enable commerce, and define the physical spaces we interact with every day. Working to quantify and reduce the embodied carbon emissions associated with construction materials has been one of the most rewarding aspects of my career.

Joseph, an ERG senior advisor for sustainable construction, has nearly 20 years of experience in sustainability and environmental compliance focused primarily on the construction sector. He has worked in a variety of roles including industry, trade association, agency, and consultant, providing a broad range of perspectives that inform and contextualize his work.

A jack of many trades, Joseph is a leading expert in embodied carbon and environmental product declarations (EPDs). He has experience managing all aspects of the EPD program for asphalt mixtures in North America, including product category rule (PCR) development, EPD software product management, and industry benchmarking. During a previous role at the U.S. Environmental Protection Agency, he served as a special advisor supporting various aspects of the Construction Material Opportunities to Reduce Emissions (C-MORE) embodied carbon program, including development of a material-agnostic approach to establishing embodied carbon thresholds, EPD technical assistance, database development, and digital data formats for EPDs.

Joseph has extensive experience in pavement materials, construction, design, and maintenance, with a focus on sustainability and resilience. He has experience quantifying the environmental impacts associated with the use of recycled materials in construction products in support of a circular economy, including life-cycle based approaches and evaluating potential contaminants and human health impacts associated with recycled materials. He is deeply familiar with all aspects of environmental compliance for construction projects, asphalt plants, aggregate quarries, precast/prestress concrete operations, petroleum terminals, and other industrial operations. Throughout his career, partnerships and coalitions have been a consistent element, reflecting the reality that we can accomplish more by finding common ground among diverse stakeholders and working towards mutually beneficial outcomes.

Joseph holds an M.S. in oceanography and an Executive M.B.A. from the University of Hawaiʻi at Mānoa. He earned a bachelor’s degree in interdisciplinary studies with a focus on philosophy and environmental science from Miami University in Oxford, Ohio. In his spare time, Joseph attempts to indoctrinate his three children into sharing his passion for learning, the outdoors, and sailing.
