Senior Electrical Engineer

Electrical power, lightning protection, grounding, bonding systems, and surge protection are critical safety elements in the design and construction of explosives operating facilities. I take pride in ensuring that these systems are properly designed and constructed to protect the safety of personnel and facilities.


Jose is a facilities and infrastructure senior electrical design expert and project manager at ERG. He has extensive experience supporting the design and construction of explosives facilities, with particular expertise in explosives safety; electrical hazard classification; and a wide range of electrical systems, including electrical power, emergency power, lighting, lightning protection, grounding, bonding, and surge protection systems. He is also an expert in design requirements for explosive operating facilities. At ERG, Jose manages and provides subject expertise for numerous U.S. Navy design and infrastructure projects.

Prior to joining ERG, Jose served for over 40 years as the deputy facility manager of the Infrastructure Division within the U.S. Naval Surface Warfare Center Indian Head Division. In this role, he managed, planned, and executed the budget of many U.S. Navy programs, including the Military Construction Program; Sustainment Restoration, and Modernization Program; Capital Investment Program; and Project Management, Facilities Support Services, Utilities, and Transportation Programs. As part of the Navy’s initiative to modernize and restore aged infrastructure, Jose coordinated all facilities issues for the Command and played a critical role in ensuring that NSWC IHD functions supported the division’s customers and mission.

Jose holds a B.S. in electrical engineering from the University of Puerto Rico, Mayagüez Campus, and is a licensed professional engineer. Outside work, Jose is a football and baseball fan, and enjoys spending time with friends, children, and grandchildren.
