Project Brief

The Challenge

Washington Headquarters Services (WHS) is the designated provider of services to the Pentagon, including facilities and transportation services for the Office of the Secretary of Defense, the Joint Staff, the Military Departments, and other select Department of Defense (DoD) Components in the National Capital Region. As WHS’s electrified fleet continues to grow, additional EV charging stations are needed to power government vehicles. After pilot-testing three mobile solar-powered chargers, WHS decided that permanent grid-connected charging stations were required to provide sufficient reliable power and reduced charging time to be of best value to its clients.


ERG's Solution

ERG has been providing planning and design services for vehicular infrastructure, including EV charging stations, for more than twenty years. As part of its contract with WHS, ERG provided A+E design and management services from inception to ribbon-cutting for this prototype facility. Our work began with an analysis of client needs and expectations to document and finalize functional goals and detailed project needs. This study included an analysis of vehicle charging options, the identification of available power sources, development of a conceptual plan for 10 new dual-port Level 2 charging stations, and generation of a detailed construction cost estimate. ERG compiled this information into a Military Construction (MILCON) program grant proposal package to the Office of the Secretary of Defense (OSD), and in turn was awarded funds sufficient for the entire construction project.

After award notice, ERG and the client developed a design-build RFP with design requirements for the new facility. ERG participated in design meetings with stakeholders following each submission from the design-build contractor and performed technical reviews throughout the design process to provide input and direction. In addition, ERG worked with WHS during the installation phase, reviewing construction plans and assisting with final commissioning and operational launch. ERG also assisted with the planning of future installations, to provide additional resources as the electric fleet grows.
