Concept Design for Energetics Manufacturing Services Support Facility

Project Brief
The Challenge
The Naval Surface Warfare Center Indian Head Division (NSWC IHD) is a critical component of the U.S. Navy. NSWC IHD’s mission is to research, develop, test, evaluate, and produce energetic systems for the warfighter. To further the mission, a facility to support existing and future fleet needs for rapid development of new weapons technologies is required. When completed, the 230,000-square-foot Energetics Manufacturing Services Support Facility will consolidate approximately 350 engineers, scientists, and support personnel from more than 20 different buildings.
ERG's Solution
ERG provided planning and A+E design services to develop, document, and justify the requirements of the project in accordance with the MILCON Team Planning and Programming Process (MTP3 Blue) for Navy military construction projects. ERG created a DD Form 1391 package using the Electronic Project Generator (EPG) program, including basic facility requirements (BFR), related life cycle economic analysis, a construction site plan, and additional attachments. ERG led on-site work sessions to collect data and verify information required to prepare complete BFR documentation for the DD Form 1391 package.
Following completion of the 1391 package, ERG led the development for the concept design of the facility. This effort documented the requirements of the new facility, including a detailed program of space requirements, preliminary site plans, a conceptual construction cost estimate, and a proposed construction schedule. Following the completion of the concept design, ERG continued to support NSWC IHD through Warfare Centers Investment Board (WCIB) reviews to expedite implementation of the project. For example, ERG consulted with project customers to ensure that the project scope and intent had not changed since the previous year. and to confirm that the project was economically viable.
