Facilities Support Services for the Naval Surface Warfare Center

For more than 100 years, the Naval Surface Warfare Center Indian Head Division (NSWC IHD) has supported the Navy’s energetics mission. Today, NSWC IHD continues that critical role as the Navy’s sole public arsenal that conducts research, development, design, manufacture, and disposal of energetics used across U.S. weapons systems and those of its allies. NSWC IHD’s Infrastructure Division is responsible for maintaining facilities and supporting mission readiness while meeting strict explosives safety, occupational health, environmental, and security requirements. That work is made more difficult by the age of the installation, the complexity of its operations, and the demands of safety-critical facilities that handle explosives, hazardous chemicals, and specialized processes.

ERG established a Facility Support Services program providing embedded multidisciplinary team members to meet all aspects of the NSWC Infrastructure Divisions mission. ERG’s team of engineers, scientists, project managers, safety professionals, and skilled trades supports the full facility life cycle, including planning, design, operations, maintenance, and sustainment. ERG’s work includes project and program management; engineering design and review; construction oversight; commissioning and process startup support; safeguards and control system support; facility inspections, testing, and maintenance; and preparation of operational documents such as hazard analyses, standard operating procedures, explosive site approval packages, and training materials. ERG’s team also supports occupational safety, explosives safety, and environmental compliance, and participates in readiness and safety review committees. This combination of facilities engineering, project management, operational trades, and safety support, together with ERG’s institutional knowledge of energetics manufacturing, ensures that NSWC IHD facilities are prepared to safely carry out the Navy’s high-risk mission.
