Minnesota PFAS Reporting Information System for Manufacturers (PRISM)
Project Brief
The Challenge
Minnesota Statute Chapter 116.9407 requires manufacturers to report detailed, structured information on per‑ and polyfluoroalkyl substances (PFAS) contained in consumer products sold in the state. To meet these statutory obligations, the Minnesota Pollution Control Agency (MPCA) needed a secure, scalable, and user‑friendly system to collect, store, and share PFAS chemical use data. The system had to support manufacturer notifications, fee payments, structured data validation, and public access to reported information, while accommodating evolving requirements and coordination among multiple state partners.
ERG's Solution
As a subcontractor to the Northeast Waste Management Officials Association (NEWMOA) and working closely with the MPCA, ERG developed the Minnesota PFAS Reporting Information System for Manufacturers (Minnesota PRISM). We did this by adapting an existing, ERG-built, High Priority Chemical Data System to provide a Minnesota‑specific solution that includes a secure web‑based manufacturer reporting portal, integrated payment functionality, a centralized relational database for PFAS data storage, and a public‑facing interface that supports anonymous querying and data downloads. ERG led the development of functional requirements using wireframes, structured data definition spreadsheets, and ticket‑based requirement traceability. Development followed an agile, sprint‑based approach with recurring sprint planning, sprint reviews, and formal user acceptance testing. Through close coordination with MPCA and NEWMOA, ERG delivered a scalable, readily maintainable reporting platform that supports regulatory compliance, data transparency, and future program adaptation.
