ERG Announces New Vice Presidents
ERG has announced the promotion of eight distinguished professionals to Vice President.
Susan Day: Susan (she/her) is an expert in evaluating the societal benefits and industry costs of reporting toxic chemical releases. With 35 years of experience, she has assessed the economic and regulatory impacts of the Emergency Planning and Community Right-to-Know Act and the Toxic Substances Control Act. Her work includes market research, economic assessments, compliance cost estimates, and small business impact analysis. She also supports worker health and safety standards for OSHA. Susan holds a B.A. in economics from Colby College and an M.S. in resource economics from the University of Rhode Island.
Frank DeCarlo: Frank (he/him) is a senior chemical engineer leading ERG’s process engineering team, supporting the U.S. Navy and Department of Defense in chemical and energetic material production for arms and explosives. He brings expertise in process engineering, safety, and risk analysis to oversee all lifecycle stages of manufacturing facilities, ensuring safety and mission success. Frank holds a B.S. from the University of Rochester and an M.S. from Carnegie Mellon in chemical engineering, is a licensed PE, and a certified PMP®.
Joanne Eaglet: (she/her) is a senior engineer and program manager in ERG’s Facilities Planning and Engineering Group, holding a bachelor's in civil engineering and PMP certification. She has been instrumental in managing Indian Head Navy contracts, advancing from deputy to lead program manager on major projects, including a $100-million Facility Support Services contract. Joanne pioneered the use of Other Transaction Authority (OTA) agreements, helping ERG secure its first OTA project with Indian Head clients. Renowned for her client-focused approach, Joanne frequently visits Indian Head to engage clients, listen closely, and provide tailored solutions, establishing trust and supporting proposal success.
Evan Fago: Evan (he/him) is an expert in sustainability and energy management, specializing in areas like facility energy and water management, renewable energy, waste diversion, greenhouse gas reduction, and climate resilience. Since joining ERG in 2002, he has worked with federal, municipal, and university clients to benchmark and optimize sustainability efforts. His work includes strategic planning, facility audits, climate resilience assessments, and policy development to enhance sustainability performance and informed decision-making.
Cheryl Keenan: Cheryl (she/her) supports ERG clients with expertise in data analysis, visualization, sustainability, and environmental indicators. She has over 20 years of experience with the U.S. EPA’s Toxics Release Inventory (TRI), making her one of the nation's leading TRI experts. Cheryl leads TRI training sessions, serves as an EPA-certified TRI inspector, and supports projects on pollution prevention and sustainability for U.S. and international clients. She also manages environmental indicators in EPA’s Report on the Environment and provides community-based lead exposure training. Cheryl holds a B.S. in mechanical engineering from Lehigh University and an M.S. in environmental engineering from Tufts University.
Brent Ruminski: Brent (he/him) is a senior engineer at ERG since 2011, holds a B.S. in Energy Engineering from Penn State. As a recognized expert in mobile source emissions controls, he has led over 125 high-profile EPA enforcement cases addressing defeat devices, training hundreds of EPA and state regulators. Brent has cultivated strong client relationships with agencies like EPA, CARB, and DOJ, and is one of ERG’s few testifying experts in civil and criminal cases. Under his leadership, ERG’s mobile source enforcement practice has doubled its revenue since 2012. In addition to enforcement work, he mentors staff and guides ERG’s compliance and enforcement practice, significantly contributing to its growth and success.
Anne Ustynoski: Anne (she/her), a licensed attorney, chemical engineer, and program manager in ERG’s Facilities and Engineering Group, is known for her positivity and can-do attitude. She currently manages two Navy contracts and has been instrumental in leading technical and cost proposal sections for major Navy contracts over the past seven years. Anne’s versatility allows her to adapt quickly to team needs, always contributing selflessly to ensure project success. With certifications like PMP, Six Sigma Black Belt, and Lean Operations, she exemplifies leadership through respect, compassion, and dedication, earning admiration across the team.
Ben Young: Ben (he/him) is a senior life cycle analyst focused on energy system inventories and input-output life cycle assessments (LCA). He develops Excel-based tools for LCA results and scenario analysis across sectors like petrochemicals, agriculture, biofuels, and waste. Ben leads the development of the EPA’s U.S. Environmentally-Extended Input-Output model, aiding stakeholders with scope 3 greenhouse gas reporting and sustainable materials management. An expert in openLCA software, he provides client training and public webinars, supporting federal LCA initiatives like the Federal LCA Commons.
